КОНСТИТУЦИОННЫЕ МЕТАМОРФОЗЫ ИНСТИТУТА ПРЕЗИДЕНТА В ПОСТСОВЕТСКОЙ ГРУЗИИ
Abstract
The Presidential institution became the primary issue of political contentions and debates after the restoration of independence of Georgia. The presidential institution was established shortly after the declaration of independence of Georgia and was abolished immediately after the Coup d'état of President Gamsakhurdia. The institute was officially restored under the force of Constitution of 1995; since 1995 numerous changes have been introduced to this power-center. According to the constitutional reform of 2010, the rights of the President were limited and further steps were made ahead towards formation of a parliamentary republic. Nevertheless, the existing model does contain some internal inconsistencies; there is no general agreement among political forces on the arrangement of the central authority of Georgia.
