The Nagorno Kharabakh Conflict of 2020 – A Change in the Security Architecture of the South Caucasus
Abstract
In1999aftersigningtheBishkekpeaceagreementbetweenAzerbaijanandArmenia, theactivephaseoftheNagorno-KarabakhconflicthasfinishedthathasbroughtsignificantstabilitytotheSouthCaucasusregion.Bothsidesoftheconflicthavechosendifferentpathwaysofbuildingthesecurityarchitecture. ArmeniahasjoinedtheCollectiveSecurityTreatyOrganizationwhereRussiaisthemainguarantorofthesafety. Atthesametimeon20thofaugust2010,ExtendedDefensePactwassignedbetweenArmeniaandRussiathatimpliesadditionalsecurityguarantiesforArmeniainexchangeofanincreasedRussianmilitarypresenceonArmeniansoil.WhatconcernstoAzerbaijan, in1999itlefttheCollectiveSecurityTreatyOrganizationalongsidewithGeorgia. On21thofDecember2010, TheParliamentofAzerbaijanratifiedtheAgreementonStrategicPartnershipandMutualSupportsignedbetweentheAzerbaijanandtheTurkey - thathastakentheirmilitarycooperationtothenextlevel.Itisundoubtablefactthatfrom1994until2020, situationbetweenAzerbaijanandArmeniahasdeterioratedmanytimesovertheNagorno-Karabakhconflict, butthesecuritymechanismsoftheAzerbaijanandArmeniahaveneverallowedthefull-scalemilitaryescalation.Thebestpatternfortheaforementionedjudgementisthe2016FourDayWar - thatwasneverescalatedintothefull-scaleconflictregardlessitsunprecedentedsizeandthenature.Thearticleisdedicatedtorepresentthat2020Nagorno-KarabakhconflicthasdramaticallychangedthesecurityarchitectureoftheSouthCaucasusRegion.References
